Jlink is the most reliable way to reflash the firmware, but other debugger / programmer dongles may work if they support the MK22 processor.
The JLink Edu Mini is the cheapest official JLink, however there are cheaper clones on eBay and AliExpress. The important thing with the MK22 processor is that the debugger / programmer dongle, must have a Reset output pin. Some of the really cheap / small JLink clones don't have that pin.
There are even some designs and firmware on Github to convert a STM32 BluePill board to a mini Jlink, but becuase BluePill boards are no longer cheap and easy to buy, this option would only be useful if you already have a BluePill board
