DMRID overwritten by CPS when writing KEBS/DMRID DB

HI!
This is a small problem, but I noticed that when I upload the KEBS, and the DMRID database the radio DMRID is updated.
This is without writing a codeplug. Is this intended behaviour ?
Or should the radio DMRID only be written into the radio when the codeplug is written to the radio ?
This is with the 2025.03.23 CPS.
