Have you tried to do this test in UHF ?
I'm testing 2 x RT3S Retevis radios with Opengd77 in UHF
and I don't observe the problem reported.

To install cps or firmware I turn off antivirus and internet and I never had problems with firmware or cps installation.

I did the programming and even changing the frequency within the band limits on two radios, the message comes when transmitting:
"ERROR OUT OF BAND" can you help me, something is wrong.
