I've done an update to the CPS to fix a bug caused by a missing text translation for languages other than English

This version also has some other fixes, so that the untranslated help files for non-English languages no longer need to be installed as the English help will be used if there isn't a translated version, and also fixes a bug in the codeplug file name display when changing language

As the CPS now appears to be stable again, I've made a new Release version
