german.h is source code which is used when compiling firmware (the .bin file).
wordlist CSV files are used in building the voice prompt files (.vpr).
These .h and .csv files are only needed by developers. End users can ignore them, you do not have to download them.

For translators. the C header file (.h) is the translated texts for the firmware.
The CSV one is for the voice prompts.

None of them are intended to be installed/used by the end-users.

This is not a commercial project. People test it and fix it in their spare time, unpaid, and this means it does not proceed at the pace of a commercial product.

If you read the other threads, you'd know that people are testing the satellite mode becuase there was concerns the frequencies may not be correct

I was also alerted to major problem for blind users with Satellite mode, only yesterday.

There are also some fixes DMR audio problems that are currently being tested as well as changes to protect the Rx preamps when developers are testing DMR Tx / Rx switchover code, etc etc etc

Thousands of hams use this firmware and I'm not going to make a "Release" until I am sure its actually OK.
Let me take your questions, one at a time. I'm not sure why you took it as a slam or a slight, it was just an honest question.

Months, multiple months, especially given that all the work is volunteer work.
