We don't normally use the entire 'active' satellite list from Celestrack because it takes much longer to download and process than the Amateur radio group.

But of course you can get your TLE's from whatever source you like

But it's a still a bit unclear for me if you should announce the downlink ( Repeater TX ) or uplink ( Repeater RX )

My MD9600 seems to announce the uplink ( My radios TX freq) on a repeater channel:

I have pooked around and tried to understand how it works on various Kenwood radios and it seems that they send the repeaters output frequency together with the shift.
Here we have it the other way around.

Problem is that the "specifications" don't clearly define how it should work.

The specs are quite clear.
It sends YOUR Tx frequency, the CSS (CTCSS or DCS), the shift.
The CSS letter could also be a 'T' (with 'off''). The case of the letter describe if bandwidth (upcase for 25kHz, lowcase for 12.5).
On the TH-D74, you have a "Tune" option when you browse the received beacons, that will do a QSY to that given frequency, with correct shift and tone.
Of course, here, there's a limit of the sent parameters to what the transceiver supports (and in case you are on a 1750Hz one, that tone is not sent in the beacon), range is also not supported, etc.

Take a look on this video, 145.230 is the output frequency on the repeater and it has a - 0.600 shift.

Hmmmm, I just rechecked, and there is a bug, the RX and TX frequencies are swapped.
The fix will be part of the next beta.
