Errr, it's pretty difficult to follow you :D

IF you set aprs config location, and tick the checkbox to use it (in CPS), and set Location: Channel in APRS Options, the location IN the radio is meaningless, as it's not used.
The location in the radio could only be changed by the user or enabling the GPS.

Look on the network for latitude/longitude converters.

Several formats exist

degrees minutes seconds
degrees decimal minutes
decimal degrees
etc.

I see nothing wrong here. Are you aware that you're displaying 2 different coordinate representations (and guess what, there are even more available :D )?

It sends the correct coordinates to the aprs.fi system. but it shows wrong on the screen.

No, it's NOT wrong on the screen. Re-read what I wrote.

It's matching what the GPS screen displaying (minus a fraction as GPS location changes often).
