I just tried on my the DM-1701, firmware released on 2023-07-02 , with CPS released on 2023-06-25, the theme flashing/reading is working as expected.

I'm trying to install the latest version of OpenGD77 on a DM-1701 but I get the following message:
"Radio not connected, or not in DFU mode."
Has anyone had this problem?

I have the same problem.
Details:
new Baofeng DM-1701, including cable
OpenGD77CPSInstaller_R2023.07.14.01 installed with "install drivers"
Radio in programming mode (red/green LED alternates) for firmware loading.
In OpenGD77 CPS under "Radio type" I select DM-1701
When I try to load the donor file (MD9600-CSV(2571V5)-V26.45.bin and OpenDM1701.bin, in "extras/firmware loader", selected DM-1701 again, donor file first, then update, get this: "Radio not connected, or not in DFU mode."
If I open Microsoft (this is windows 10) device manager, I see after "Network adapters," a category "Other devices," in which there is "Digital Radio in USB mode." If I select that, it says "The drivers for this device are not installed. (Code 28) There are no compatible drivers for this device."
I tried updating/finding a driver but no luck. I tried going to ST.com to get a driver I saw referenced (the OpenG77 manual says to look in Section 1.1, but no driver sources there), and finally (much effort) got the driver package "DfuSe_Demo_V3.0.6_Setup". (the effort involved requesting the STSW-STM32080 driver package from st.com, and verifying my email multiple times....and trying to create a userid...and receiving MANY messages from ST but still getting "email not verified" ... and waiting, and waiting, and a couple of hours later it DID let me get the software from the email link message. I installed it on my computer by running the downloaded .exe file).
(If I shut the radio off, the "Digital Radio in USB mode" disappears from device manager.)
I point "update driver" to the directory where the driver is from DfuSE (the Win10 subdir, not the x64 or x86 subdirs), and the driver installs. A this point I rebooted the computer (just because, with drivers), and the GD77 CPS now successfully pushes the donor and update firmware to the radio! Then I shut the radio off and turn it back on again, normal, and write the code plug (configuration files...."write") and download the callsign database with no region and 50 char record size. And it all works!
So for me, this is how I got past the "Radio not connected" mode. I had also tried from my wife's Windows 11 system with GD77 CPS, but same error. I don't see a Win11 driver in that DfuSe package, so I didn't get it working on her system.

Okay, this is a happy ending
Some people, mostly using Turkish windows has some problems (IIRC, Win10), with a specific error number while in DFU.
