I would have thought there would be a procedure to challenge/correct googles blocking behaviour? Otherwise it becomes ripe for abuse by trolls.

There was no obvious way to challenge this.

I see nothing about reporting a false positive for anything other than phishing
Its not in google's interest to do anything except block websites.
Blocking anything that looks vaguely unusual is a safer course of action for them, than bothering to actually investigate this
Their procedure is probably, automatically check if the EXE is signed and if its not signed then block it.
