I totally get it :) sometimes all you can do is what you can do, especially where accessibility is concerned: radios in general aren't as inclusive as they should be, along with many types of electronics / appliances for that matter. Thanks so Much Daniel!

It is not just the power level that FRS equipment is regulated with. It has to do with other specifications that it must meet to be qualified.
The original poster might not be concerned about whether transmission on FRS frequencies with an RD-5R or DD-77 violates federal regulation.

There might be other readers, however, who will benefit from knowing what the regulations require. It is for them that I post the following information:

U.S. 47 CFR 95.587(b) prohibits transmission in the Family Radio Service with any radio that has a detachable antenna: https://www.law.cornell.edu/cfr/text/47/95.587.

For this reason, transmitting on an FRS frequency in the United States with an RD-5R or GD-77 would be a violation of federal regulations, regardless of the amount of transmitter power used, and regardless of whether the radio is certified for use in services regulated by 47 CFR 90.

It is up to each reader to decide whether to comply with such regulations or risk the potential consequences of noncompliance.
