But can't you just calibrate using the calibration menu in the CPS and so have the power levels match what it says on the menu ?

The power curve for PA FET in each radio varies quite a lot.

Features could be added to allow people to enter their own calibration factor for power levels which are not 1W or 5W, but since less than 1% of the user base seem to even bother calibrating their 1W and 5W settings. Its not the best use of any spare time that any of the developers have.

AFIK. Currently there are no active developers, as I don't have time to work on the project, and nor does anyone else.

This is possible and is available in the builds I make. As others have said, the results may vary greatly by radio with lower powers. I'm willing to make a build for you with different calibrations if you really need the lower power levels.
