Proposal - enable Voice prompt level 1 when voice prompts are uploaded by the CPS

To make installation easier for anyone who needs to use the Voice Prompts
This now also includes Chinese operators who will probably using the new Chinese language Voice Prompts which I'm about to release, as the on-screen texts are meaningless to many Chinese operators, as they don't read English or any western language

I have been discussing various options with Ian DJ0HF and Daniel F1RMB, and we think the best option appears to be to change the Prompt to "Voice 1" whenever the Voice Prompt file is uploaded.

This may be a minor annoyance for people who want to install or update the Voice Prompts, but for some reason don't want them enabled.
But its very easy for people to go into he Sound Options and change the prompt setting if necessary.

As there have been no negative responses to this proposal, it will be implemented in the next development release.

Also note as an adjunct to this, when restoring factory settings, if the voice prompts are loaded, the Prompt option will be set to voice "Level 1", this applies to both pressing SK2 during boot and also to doing this via the Options menu.
