Batch File - Downloads Site - 403 Error

Hello,
I tried downloading the build_all.bat file from the downloads section of the site and, out of all the files, it's the only one that throws a HTTP 403 Forbidden error:
https://www.opengd77.com/downloads/loca ... ld_all.bat
Is that expected behavior or simply a permissions issue?
