Just transmit on an arbitary talkgroup e.g. 1001, or 1002, or 1003, and set your receiving radio to that TG and enable DMR filter to TG

If you use Ct filering it won't work, becuase you are always transmitting from the same radio, hence it has the same "contact" ID

The other radio won't bee to indicate the private call is for that radio, if you make a private call to another radio, but you will be able to hear the audio on all radios, because this is the whole purpose of the firmware to be able to hear all traffic on a given frequency

In answer to the second part of your question, a DMR radio cannot be used with split frequency simplex. If the transmit and receive frequencies are not the same it is assumed that you are using a repeater. The mode of operation then changes from DMO (direct mode) to RMO (repeater mode). The Timeout message you are seeing is because the radio is attempting to activate a repeater and failing to do so.

What you are describing doesn't sound very ham radio to me, but.. Anywho.

Maybe you need to use RX Groups. Set the RX Group you want each radio to communicate on, some will certainly overlap, some may not.

TG1 is All Call, TG2 is Relay, TG3 is Water, TG4 is Medical

Relay - TG1, 2, 3, 4
Water - TG1, 2, 3
Medical - TG1, 2, 4

That sort of thing.. so Medical on TG4 would be heard by relay and others on Medical, but not by Water, etc. And always good to have an All Call so everyone can hear.

Rx Groups may work.

However the whole situation sounds the complete opposite of the functionality the firmware is written to do

You would probably be better off using the official firmware, because its written for commercial opertors who want to block what traffic can be listened to.

Maybe this pattern will help you.
This is how it works for simplex individual calls.
Of course you can use other numbers and names.
And there may be another or better solution
